Late in 2022, government veteran Lorraine Grillo announced that she’d be leaving her position as first deputy mayor – just a few weeks after Frank Carone, Adams’ longtime ally, said he’d step down as chief of staff by the end of the year. The start of Adams’ second year in office was accompanied by some administration shake-ups. In his first year, Adams appointed the city’s first female police commissioner, named a team of six deputy mayors that includes five women and five people of color, and tapped a Latino man to head the city Department of Correction and its majority Black and Latino workforce.
